Creation of a fish farm in the town of Ozersk, Chelyabinsk Region

Despite presence of a great potential in the field of aquaculture development in the Russian territory, as well as active use of high technologies and favourable climatic conditions for fish farming in many regions, the share of aquaculture in the fish market structure is very small, with a high demand among end consumers. The project idea was to create and develop, in the town Ozersk, Chelyabinsk region, of an automated fish farming complex based on unique patented circulation water supply systems, recirculating aquaculture systems and specially developed technologies. Within the framework of project implementation it was planned to create a complex for industrial-scale production of sturgeon, trout, other fishes, as well as crab. The initial project implementation stage included construction of 35 hangar modules with the area of 42 200 m3, purchase of required and exclusively modern equipment for construction, fish-breeding and processing of products, as well as purchase of fish seed and special feed.
Among tasks set before specialists of Intesco Research Group, the main ones included project economic feasibility study, working out a program for creation of the fish farm and its development.

The items of income were the following:

• sales of live fish, crab, as well as products of processing - chilled, frozen and canned fish;
• sales of caviar and milt;
• sales of hydroponics;
• sales of associated products - fishmeal, compost and highly saturated fertilizers.

Sales market analysis showed good conditions for sales of any of the above mentioned kinds of products. With account for production volumes, the main sales markets were local and regional retail trade networks, with possibility of further entry to markets of neighbouring regions. A reference point for price formation was current prices on the market of fish products, with maintaining the ratio of stably high quality of products and the average level of prices.

Calculating effectiveness rates showed a good level of investment attractiveness of the project, which was reflected in the following figures:

• net income/net present value – 18,545,032,000 rubles/6,319,837,000 rubles;
• simple/discounted pay-back period of the project – 2.68/2.91 years;
• profitability index – 8.92 units;
• internal rate of return – 93.5%;
• breakeven point – 36% or 157,029,000 rubles per quarter.
