Dairy Cooperative Development

Intesco Research Group, for its many years of work, has participated in implementation of different projects, which were significant not only in economic terms but in social ones as well.
At the present moment very many agricultural cooperatives of various directions are either in the red or need development and implementation of programs of their further development. Unfortunately, with consideration for the fact that participants of such projects are mainly local population, serious investment in the enterprise’s own development with internal resources can be impossible. In this connection for most agricultural complexes the main form of attraction of capital investment is participation in federal and regional programs on development of agriculture, its separate industries and segments. However, participation in such programs, according to their conditions, requires detailed development of business plans and serious justification of effectiveness of investing of funds.  One of such projects was the business plan of development of a dairy cooperative, located in Tver region, by Intesco Research Group. The task of our specialists was to justify the cost effectiveness of the given project.

Existing production

The project initiator was an agricultural supply and sales consumer cooperative created by residents of the rural settlement at the beginning of 2009 with the aim of organization and implementation of purchases of milk from the population and further processing of milk in accordance with the technical regulation for milk and dairy products (Federal Law №88 of 12.06.2008).

By the moment of filing a request with Intesco Research Group the dairy cooperative had already passed the stage of organization and adjustment of a stable mechanism of collection and purchases of milk from the local population. The cooperative included 107 personal households and five peasant farm enterprises. With the flow of time the quantity of purchased and produced milk, with simultaneous improvement of its quality, increased. Besides, the cooperative was included in a federal industry program of pilot development of family dairy and animal farms.

Structure of the future dairy cooperative

According to the developed plan, the dairy cooperative was to include:

• 20 family farms;
• personal households;
• a central animal farm for 200 cattle units;
• a milk processing centre.

Milk production volumes

The rated indices made it possible to conclude that, with the cooperative running at the project capacity, sales of products would amount to the following (per quarter):

• 1000 thousand liters of raw milk;
• 450 thousand liters of packaged pasteurized milk.

The planned market cost of milk was 35 rubles per liter of raw whole milk and 40 rubles of packaged pasteurized milk.

According to the calculations, for purposes of cooperative development, increasing of its productivity and effectiveness, with account for production volumes, the staff of employees should consist of 30 people, with the labour remuneration fund (wages fund) of 850 thousand rubles per month.
